[wochenbericht] DIW Berlin: Deutsches Steuersystem dämpft Effekte des Gender Pay Gaps

Brutto größer als Netto: Geschlechtsspezifische Lohnunterschiede unter Berücksichtigung von Steuern und Verteilung / Patricia Gallego Granados, Johannes Geyer

Trotz aller Initiativen zur Beseitigung des geschlechtsabhängigen Lohnunterschieds verdienen in Deutschland Männer weiterhin deutlich mehr als Frauen. Seit dem Jahr 2000 hat sich der sogenannte Gender Pay Gap in der Bundesrepublik nur um gut zwei Prozentpunkte reduziert, aktuell ist er damit der drittgrößte aller OECD-Staaten. Besonders deutlich wird die Lücke, die zwischen Männer- und Frauenlöhnen klafft, wenn man die Bruttomonatseinkommen betrachtet: In Westdeutschland erzielen Männer im Mittel ein um 62 Prozent höheres Bruttomonatseinkommen als Frauen. In Ostdeutschland liegt das Einkommen der Männer rund 22 Prozent höher. Männer verdienen also in Westdeutschland im Mittel gut eineinhalb Mal so viel wie Frauen. Ein Teil dieses Unterschiedes ist leicht zu erklären: Frauen arbeiten sehr viel häufiger in Teilzeit (Männer 18 Prozent, Frauen 52 Prozent) und im Niedriglohnsektor (61 Prozent aller Angestellten im Niedriglohnsektor sind weiblich). Ein erheblicher Teil der Lücke bleibt aber unerklärt und wird gemeinhin als Lohndiskriminierung von Frauen interpretiert. Betrachtet man nur diesen unerklärten Teil des Gender Pay Gaps über die gesamte Verteilung, also die verschiedenen Gehaltsklassen hinweg, so zeigt sich, dass der “diskriminierende” Unterschied wächst, je größer das Gehalt wird. Die meisten Studien zum Gender Pay Gap beschränken sich – wohl auch im Sinne einer besseren internationalen Vergleichbarkeit – auf die Bruttobetrachtung. Die vorliegende Studie untersucht darüber hinaus aber auch, wie sich der geschlechtsspezifische Lohnunterschied auf das verfügbare Einkommen, also die Nettoeinkommensposition auswirkt und zeigt, dass der Gender Pay Gap brutto erheblich größer ist als netto. Das deutsche Steuer- und Transfersystem reduziert also die Einkommenslücke zwischen Männern und Frauen. Allerdings ist dieser Effekt für Frauen in Westdeutschland wesentlich geringer. Zurückzuführen ist dies unter anderem auf das Ehegattensplitting.

Managing People in Organizations Department

The Managing People in Organizations department (merging Organizational Behavior and Human Resource Management), is one of the largest at IESE Business School, with 27 faculty members. The department hosts two dedicated research centres and one chair with support of the business community to provide funds for research: IRCO (the International Research Centre on Organizations), ICWF (the International research Centre of Work and Family), and the SEAT Chair of Labour Relations. Moreover, the CCMN (Cross-Cultural Management Network), with associated partners in more than 20 countries across different continents, represents our commitment to pursuing cross-cultural research. Faculty in the department have published their research in various leading academic journals, including Academy of Management Review, Academy of Management Journal, Journal of International Business Studies, Journal of Management, Journal of Personality and Social Psychology, and Journal of Management Studies. The department is recruiting new faculty members (full-time Assistant and/or Associate Professor) to reinforce its research potential and to meet increasing teaching demands, especially in the international arena. Peking University: Assistant/Associate/Full Professorship in Organizational Behavior/Human Resource Management

The Elizabethtown College Department of Business invites applications for a tenure-track appointment as Assistant or Associate Professor of Management beginning in Fall 2014.

Cornell University: Assistant and Associate Professor Human Resource Studies

The Human Resource Studies department of the ILR School at Cornell University has an opportunity to add two new faculty members beginning August of 2014. One opening is at the assistant professor level, while the other is at the associate or full professor level. At the assistant professor level, preference will be given to applicants with demonstrated potential to publish high-quality research in human resource studies and to teach HR courses at the undergraduate and graduate levels.

At the associate and full professor levels, preference will be given to tenure-qualified applicants whose work tends to take a strategic or organizational (i.e., macro) perspective of the field. We are seeking candidates with strong records of publications in top-tier journals in areas such as (but not limited to): untangling relationships between workplace practices and contexts and important stakeholder outcomes, emerging new approaches to work and employment relationships, human and social capital issues related to firm performance, international and comparative HRM, and the evolving role of the HR function. Die Jahrestagung 2014 der Deutschen Vereinigung für sozialwissenschaftliche Arbeitsmarktforschung (SAMF) e.V. widmet sich am 21./22. Februar in Berlin (Hochschule für Wirtschaft und Recht), den Bedingungen und der Qualität von Erwerbsarbeit. Im Rahmen dieser Tagung wird vorab am 20. und 21. Februar der dritte Young Scholars‘ Workshop des
SAMF e.V. stattfinden. Er soll Doktorandinnen und Doktoranden ein Forum zur Vorstellung und Diskussion ihrer Dissertationsprojekte im Kontext der Tagungsthemen bieten.
