Elterngeld führt im zweiten Jahr nach Geburt zu höherer Erwerbsbeteiligung von Müttern

Mit der bundesweiten Einführung des Elterngeldes für Geburten ab dem 1.1.2007 wurde das Erziehungsgeld abgelöst. An die Stelle eines Transfers, der nach Prüfung der Bedürftigkeit gezahlt wurde, trat eine Einkommensersatzleistung. Zudem wurde die Bezugsdauer von maximal zwei Jahren auf in der Regel 12 oder 14 Monate gekürzt. Mit zwei “Partnermonaten” wurden zusätzlich Anreize für Eltern geschaffen, die Elternzeit untereinander aufzuteilen. Nachdem frühere Reformen des Erziehungsgeldes oder der Elternzeit in der Regel dazu führten, dass Mütter zunehmend länger dem Arbeitsmarkt fern blieben, sind mit dieser Reform erstmalig für bestimmte Gruppen Anreize geschaffen, früher in das Erwerbsleben zurückzukehren. Vier Jahre nach Einführung des Elterngelds hat das DIW Berlin die Auswirkungen des Elterngeldes auf die Erwerbstätigkeit von Müttern untersucht. Die Ergebnisse zeigen, dass die Erwerbstätigkeit von Müttern mit Kindern im ersten Lebensjahr zwar zurückgegangen ist. Mütter mit Kindern im zweiten Lebensjahr haben jedoch aufgrund der Einführung des Elterngeldes eine höhere Wahrscheinlichkeit, in den Beruf zurückzukehren. Die positiven Effekte der Erwerbsbeteiligung finden wir insbesondere für Mütter mit niedrigen Einkommen und für Mütter in Ostdeutschland.

Aufgabengebiete

• Durchführung aller im Rahmen der Haupt- wie Pretestbefragung des SOEP im Surveymanagementbereich anfallenden Aufgaben, insbesondere
• Unterstützung des SOEP-Surveymanagementteams bei der methodischen sowie inhaltlichen Vorbereitung sämtlicher für die Folgewelle geplanter Teilprojekte (Angebotskonzeption)

Einstellungsvoraussetzungen

• Abgeschlossenes Studium der Soziologie oder Psychologie mit Schwerpunkt empirischer Sozialforschung oder einer angrenzenden sozialwissenschaftlichen Disziplin (Master-, Diplomabschluss)
• Großes Interesse an Survey-Methoden sowie sozialwissenschaftlichen Anwendungen

Finanztransaktionssteuer:kurzfristigen Handel verteuern, Finanzmärkte stabilisieren

Eine Finanztransaktionssteuer kann neben der Finanzmarktregulierung das zentrale Instrument sein, um die Finanzmärkte in Zukunft wieder robuster zu machen. Wenn sie breit angelegt ist, zielt sie auf die Eindämmung von Regulierungsarbitrage, Blitzhandel, überaktivem Portfolio-Management und exzessiven Hebel- und Spekulationsgeschäften und setzt somit auch bei jener Klasse von Aktivitäten an, die mit zur Finanzkrise beigetragen haben. Selbst wenn sich durch die Steuer die Finanzmärkte nicht wieder stärker an den realwirtschaftlichen Bedingungen orientieren, generiert die Steuer zumindest Einnahmen und trägt so zur Deckung der Kosten der Finanzkrise bei. Der Trend zu zentralen Clearing- und Verwahrstellen erleichtert den Einzug der Finanztransaktionssteuer und erschwert die Steuerumgehung. Steuerumgehung ist freilich nie vollständig vermeidbar. Die Wirkung der Steuer sollte daher sorgsam beobachtet werden, damit Steuerschlupflöcher rasch gestopft und Verlagerungsplänen entgegengewirkt werden kann.

The subprojects of the Berlin Aging Study that are based in the Socio-Economic Panel at DIW Berlin deal with survey methodological questions of data quality and health economics analysis.

For the BASE II Study, DIW Berlin is seeking to fill the following positions immediately:

One Postdoc or Research Associate (in the field of health economics / labor economics)

Tasks:

• Independent analysis of subjective and objective health measures
• Participation in research-based projects in health economics

Requirements:

• Qualified bachelor’s or master’s degree in economics with a focus on empirical research, ideally with a completed doctoral degree
• Interest in providing research-based policy advice
• Outstanding knowledge of quantitative empirical social research methods (experience using panel data is advantageous)
• Good teaching skills and an interest in interdisciplinary cooperation
• Research experience abroad; good command of written and spoken English

10th International German Socio- Economic Panel User Conference 2012 to be held in Berlin on June 28–29, 2012

The 10th International German Socio-Economic Panel User Conference (SOEP2012) will be held in Berlin on June 28–29, 2012.

In 1993, Richard V. Burkhauser and Gert G. Wagner launched the first in a series of bi-annual international SOEP conferences. They started on a very small scale and have grown over the last 20 years to become a major success in terms of the quality of papers, the number of submissions, and the level of participation. Today, SOEP User Conferences bring together respected scholars from around the world. SOEP currently has over 2,000 users in more than 44 countries and the user community is still growing. The SOEP2012 will mark the tenth anniversary of the International German Socio-Economic Panel User Conference.

The event provides SOEP users an opportunity to present and discuss their work with fellow researchers who are familiar with the SOEP data. Scholars from all disciplines (economics, demography, geography, political sciences, public health, psychology, sociology, and others) who use the SOEP or the SOEP component of the Cross- National Equivalent Files (CNEF) are invited to submit an abstract. We especially encourage sub- missions using the longitudinal features of SOEP, as well as those dealing with survey methodology or cross-national comparative analysis.

Venue
The SOEP2012 will begin on June 28, 2012 at DIW Berlin and the Hertie School of Governance, both located in the building Q 110 on Friedrichstrasse. The conference will continue on June 29 at the headquarters of Leibniz Association (WGL), where the closing session with the award ceremony, followed by a farewell dinner will also take place.

Shelly Lundberg, Professor of Economics at the University of Washington and Adjunct Professor at the University of Bergen, Norway.

Janet Gornick, Director of the Luxembourg In- come Study (LIS), and Professor of Political Science and Sociology at the Graduate Center of the City University of New York (CUNY).

Scientific committee
Jürgen Schupp and C. Katharina Spieß form the core scientific committee of the conference. Former SOEP Research Associate Nicolas Ziebarth, who has recently accepted a position as Assistant Professor in the Department of Policy Analysis and Management at Cornell University, will join the Scientific Committee in 2012 as a young scholar representing the longstanding relationship between SOEP and Cornell. We are pleased that Janet Gor- nick has also agreed to join the scientific committee.

Deadline for submission of abstracts: February 15, 2012
Please submit electronic versions of abstracts (up to 300 words) to soep2012@diw.de no later than February 15, 2012. Notification as to whether pa- pers have been accepted will be given by April 6, 2012.

Proceedings
Shorter versions of selected conference papers will be published in the conference proceedings (Journal of Applied Social Science Studies 2013 [Schmollers Jahrbuch]) with the understanding that a full version of the paper may be submitted to another professional journal.

Award for best presentations
The Society of Friends of DIW Berlin will honor the best three papers and the best poster presented at the conference. The SOEP2012 scientific committee will act as a jury and will present the award at the end of the conference.

Financial support
We ask attendees to pay their own travel expenses. If this is not possible, partial reimbursement may be provided to presenters (one grant per paper) at the following rates, depending on which country they are traveling from: up to €125 (Germany), up to €500 (other countries in Europe), up to €750 (overseas).

For the 8th time the Bremen International Graduate School of Social Sciences (BIGSSS) of the University of Bremen and the Jacobs University and the German Socio-Economic Panel Study (SOEP) in collaboration with the Hanse Institute for Advanced Study (HWK) are pleased to announce the “International Young Scholar German Socio-Economic Panel Symposium”.

The symposium provides an opportunity for doctoral students of all disciplines (e.g. economics, demography, psychology, sociology, public health, geography) at any stage of their doctoral thesis, to present empirical research in progress – carried out with panel data (especially SOEP data) – and to discuss theoretical, conceptual and empirical issues with senior researchers. We encourage interested young scholars to submit abstracts.

If you would like to attend the symposium, please submit an abstract of your topic (350 words, in English) together with complete contact information before November 15, 2011. We will inform you whether your proposal has been accepted before December 15, 2011. The deadline for submission of the full paper (3.000 words) will be February 15, 2012.

All accepted papers will be made accessible to commentators and participants one month prior to the symposium. During the symposium each presenter will have about 20 minutes for presentation, 10 minutes comments by a senior researcher, and 10 minutes plenary discussion. The official language of the symposium will be English.

Catering as well as accommodation for non-locals will be provided. The conference fee is € 25.

The SOEP group is not only active at scientific conferences; we also work hard to bring our work to the broader public. We had an opportunity to do so on the evening of May 28, 2011, at the twelfth annual “Long Night of the Sciences” in Berlin. It was the second time that the SOEP and DIW Berlin participated in this event, in which the capital city’s scientific institutions open their doors to the public for workshops, lectures, and activities. Once again, the “Long Night” proved to be a very successful one for the SOEP!

With the support of the SOEP team from TNS Infratest Sozialforschung in Munich, which carries out the SOEP fieldwork, we invited visitors to take part in a truly “hands-on” experience with the SOEP. More than 300 visitors visited the DIW and the SOEP. They filled out various questionnaires, either on paper or on the PC. They took the Implicit Association Test (IAT) and the grip strength test, and listened to lectures by members of the SOEP staff.

Visitors also found general information on the SOEP, including flyers, brochures, and posters, and had the opportunity to discuss their questions directly with members of the SOEP staff. Elisabeth Liebau, SOEP survey manager, and other members of the SOEP team answered questions on the survey, the production of scientific results, and issues ranging from data protection to the anonymization of survey responses. Jürgen Schupp, Head of SOEP, described the event as an outstanding success, since once again this year, a large number of visitors attended and gathered information on the SOEP study.

Two members of the SOEP staff gave lectures: Markus M. Grabka spoke about wealth inequality and the finding that civil servants are the wealthiest group of retired workers (“Vermögensungleichheit: Im Alter sind Beamte am reichsten”). Elke Holst talked about the issue of gender inequalities in the boardroom (“Frauen und Männer in Führungspositionen” Wann kommt Frau Ackermann?”). Ingrid Tucci presented a poster to the visitors comparing the life courses of second-generation immigrants in Germany and France (“Erfolgreiche Verläufe von Migrantennachkommen – ein deutsch-französischer Vergleich”). Gert G. Wagner, now Chairman of the Executive Board of DIW Berlin, gave the final presentation of the evening on the use of indicators of happiness and life satisfaction in policy-making (“Die Glücksformel in der Politik—wie ein Indikator die Zufriedenheit der Bürger messen soll”).

A SOEP exhibition stand at the Fourth Conference of the European Survey Research Association (ESRA) will inform visitors about the wide range of analyses that can be carried out with the SOEP. At this event, which will take place in Lausanne/Switzerland from July 18–22, 2011, a variety of papers based on SOEP data will be presented by SOEP staff members Anne Busch, Jan Goebel, Marco Giesselmann, Elke Holst, Martin Kroh, Elisabeth Liebau, Anika Rasner, Jürgen Schupp, and Gert Wagner.
